A bootstrapped founder can use public free tiers and apply to several credit programs without venture capital or an accelerator. AWS, Cloudflare, DigitalOcean and MongoDB publish a self-funded or direct-application route. By contrast, the largest AWS, Google Cloud and Cloudflare credit tiers require an investor, an affiliated partner or verifiable funding. This article separates public plans, application-based credits and funded tiers using each program's current page.

Every figure below comes from the vendor's own page, and each citation carries the date it was checked. Programs change their tiers without notice. [Cloudflare's startup-program page](https://www.cloudflare.com/startups/), for example, says it raised its self-funded tier from $5,000 to $10,000. Check the linked page before you budget around an offer.

## TL;DR

- **Public plans do not need a startup-program application.** Vercel, Supabase, Cloudflare, GitHub, Resend, Tally and PostHog publish free plans, and Plausible offers a 30-day trial with no card. These pricing pages do not ask about funding ([Vercel](https://vercel.com/pricing), [Supabase](https://supabase.com/pricing), [Cloudflare](https://www.cloudflare.com/plans/free/), [GitHub](https://github.com/pricing), [Resend](https://resend.com/pricing), [Tally](https://tally.so/pricing), [PostHog](https://posthog.com/pricing) and [Plausible](https://plausible.io/#pricing), last checked 17 Oct 2026).
- **Several credit programs have a self-funded track.** AWS Activate Founders offers up to $5,000 to self-funded companies. Cloudflare describes Tier 3 as $10,000 with no minimum funding, although its general eligibility list contains a conflicting recent-funding condition. DigitalOcean Startups and MongoDB for Startups both publish a route for founders with no VC ([AWS](https://aws.amazon.com/startups/credits/), [Cloudflare](https://www.cloudflare.com/startups/), [DigitalOcean](https://www.digitalocean.com/startups) and [MongoDB](https://www.mongodb.com/startups), last checked 17 Oct 2026).
- **Notion has a no-partner route too.** Its 3-month free Business plan needs a business website and a company domain email, not an investor ([Notion](https://www.notion.com/startups), last checked 17 Oct 2026).
- **The largest tiers require outside verification.** AWS Activate Portfolio (up to $200,000), Google's Scale tiers ($200,000 to $350,000) and Cloudflare's Tier 2 and Tier 1 ($100,000 and $350,000) require an investor, accelerator, affiliated partner or verifiable venture funding ([AWS](https://aws.amazon.com/startups/credits/), [Google Cloud](https://cloud.google.com/startup) and [Cloudflare](https://www.cloudflare.com/startups/), last checked 17 Oct 2026).
- **Some perks come with a paid product.** Stripe's current Atlas page identifies a US$500 Atlas fee and says Atlas startups receive US$2,500 in Stripe product credits plus over US$50,000 in partner discounts ([Stripe Atlas](https://stripe.com/atlas), last checked 17 Oct 2026).
- **Read the funding clause before you plan around a figure.** Google states that grants, crowdfunding, bank loans and friends-and-family money do not qualify for its Scale tier ([Google Cloud](https://cloud.google.com/startup), last checked 17 Oct 2026).

## Which perks can a bootstrapped founder claim without any funding?

The simplest perks are standing free tiers. They are pricing plans rather than sponsorships, they need no application, and they do not ask about your cap table.

ZeroRaised keeps a checked list of these on its [perks page](https://zeroraised.com/perks). The current entries are Vercel's Hobby plan, Supabase's free plan, Cloudflare's free plan, GitHub's free plan, Resend's free tier, Plausible's 30-day trial, Tally's free plan and PostHog's free monthly allowance. Each listing links to the vendor's own page, because the vendor sets the terms.

Here is what each vendor's pricing page said when checked.

| Tool | What the free offer includes | Limits worth knowing |
|---|---|---|
| [Vercel](https://vercel.com/pricing) Hobby | $0 per month, deploys from your repo with automatic CI/CD, global CDN, Web Application Firewall and DDoS mitigation | Vercel's FAQ says Hobby is for personal, non-commercial use; Pro is for businesses |
| [Supabase](https://supabase.com/pricing) Free | $0 per month, unlimited API requests, 50,000 monthly active users, 500 MB database, 1 GB file storage, 5 GB egress | Free projects pause after 1 week of inactivity, and you can have 2 active projects |
| [Cloudflare](https://www.cloudflare.com/plans/free/) Free | Free SSL, CDN and DDoS protection for a website | Paid plans add more rules and features |
| [GitHub](https://github.com/pricing) Free | Unlimited public and private repositories, 2,000 CI/CD minutes per month, 500 MB of Packages storage | Actions minutes are free for public repositories |
| [Resend](https://resend.com/pricing) Free | 3,000 emails per month at $0 | Resend offers no trial of paid plans, only the free plan |
| [Tally](https://tally.so/pricing) Free | Unlimited forms and submissions, payments, file uploads, conditional logic, webhooks | Subject to Tally's fair usage guidelines; branding removal and custom domains need Pro at $29 per month on monthly billing; annual billing is $290 per year |
| [PostHog](https://posthog.com/pricing) Free | A monthly allowance on every product, including 1M analytics events, 5K session replays and 1M feature flag requests | Without a card, usage stops at the free limits; free-plan recordings are kept for 1 month |
| [Plausible](https://plausible.io/#pricing) Trial | 30-day free trial with no credit card | It is a trial, not a permanent free plan |

All of these pages were fetched and checked on 17 Oct 2026.

For many solo makers, these plans cover the first version of a product: hosting, a Postgres database, a CDN, source control with CI, transactional email, forms and analytics. That does not mean every plan is suitable for a revenue-generating product. Vercel's Hobby plan is for personal, non-commercial use, so a commercial deployment needs a different plan. Supabase pauses free projects after a week without activity, a material limitation for an infrequently used production service.

A free tier is a pricing decision, not a grant. The vendor can change the limits at any time, and the only reliable source for the current terms is the vendor's page.

## Which cloud and infrastructure credits can bootstrapped founders claim?

The largest advertised tiers on the cited [AWS](https://aws.amazon.com/startups/credits/), [Google Cloud](https://cloud.google.com/startup) and [Cloudflare](https://www.cloudflare.com/startups/) pages are funding- or partner-gated; their smaller direct routes have different eligibility and award rules.

**AWS.** AWS Activate offers promotional credits based on funding stage. Its general eligibility is pre-Series B, founded in the last 10 years, an AWS account on a paid tier plan, and either new to Activate Credits or requesting more than you previously received. Activate Founders is for bootstrapped or self-funded companies and offers up to $5,000: applicants start with $1,000, and select participants may qualify for more, up to $5,000. Activate Portfolio offers up to $200,000 and requires an Organization ID from an Activate Provider such as an accelerator, angel investor or venture capital firm. A third tier, AWS Credits for AI Startups, is invite-only for startups ready to scale after Activate Portfolio. To apply, create an AWS Builder ID, choose a tier, describe the product and funding stage, link an AWS account, and submit. AWS says applicants hear back within 5 to 10 business days ([AWS Activate Credits](https://aws.amazon.com/startups/credits/), last checked 17 Oct 2026). A bootstrapped company can apply directly to Founders.

**Cloudflare.** Cloudflare for Startups runs three tiers. Tier 3 gives $10,000 in credits, says there is no minimum funding, and lists its tier criteria as bootstrapped or self-funded and under $1M raised. Tier 2 gives $100,000 and needs under $5M raised and funding by an affiliated partner. Tier 1 gives $350,000 and needs $5M or more raised and funding by an affiliated partner. Credits are valid for one year or until used up, extensions are not available, and applicants must not have been approved previously. Core security and networking features are included at no cost on every tier. Registrar services and AI Gateway are excluded, R2 credit use is capped at $10,000, and Workers AI has tier-specific caps ([Cloudflare for Startups](https://www.cloudflare.com/startups/), last checked 17 Oct 2026).

Read Cloudflare's general eligibility list before applying. Besides the tier criteria, it says the company must have been incorporated within the last 10 years, be building a technology product, have a live public website and a public presence on LinkedIn, X or GitHub, be for-profit, and apply with a business email matching its domain. The same list also says applicants must be funded up to Series B and funded within the last 12 months. That conflicts with Tier 3's no-minimum-funding language. The page does not resolve the conflict, so a bootstrapped applicant should not treat Tier 3 approval as automatic.

**DigitalOcean.** DigitalOcean Startups gives 12 months of credits (the page says the amount varies) and 15 months of free Standard-tier support. Its FAQ answers the bootstrapped question directly: if you are not backed by a VC, incubator or accelerator, apply and select "Other" when asked for an affiliated partner. New applicants are evaluated on having raised $10M or less, having a company website and an email address on that domain, and creating a DigitalOcean team account with a business email. DigitalOcean says it prioritises AI-native startups and that service businesses such as consultancies, development shops and agencies are not eligible. The program is for startups that have not used prior DigitalOcean credits, participants generally have a $10,000 monthly credit limit, core credits do not cover GPU Droplets, and unused credits are forfeited rather than transferred ([DigitalOcean Startups](https://www.digitalocean.com/startups), last checked 17 Oct 2026). DigitalOcean also says credit amounts are awarded through approved partners, so a founder applying through "Other" should not assume a particular figure.

**MongoDB.** MongoDB for Startups names a bootstrapped tier. "Inspire" is described as being for bootstrapped startups, with baseline credits to validate an idea. "Grow" is for early-funded startups, "Innovate" for VC-backed startups, and "Scale" for rapidly scaling ones. The FAQ gives two routes: ask your VC or accelerator to refer you, or, if you are not involved with a VC, accelerator or incubator, apply directly on the page. The minimum for the base tier is a company less than 7 years old and at Series A or earlier, focused on a single software product (development shops and agencies are not eligible), new to the program, with an active company website and LinkedIn profile. Existing Atlas users can apply. You have 12 months to activate your promo code and 12 months to use the credits once activated, and promo codes apply only to future charges. MongoDB also notes that its Developer Support plan is free for the first 30 days and can be paid with startup credits after that, starting at $49 per month ([MongoDB for Startups](https://www.mongodb.com/startups), last checked 17 Oct 2026).

**Google Cloud.** Google's current page separates an instant AI Studio prototyping route from the credit program. Its FAQ still describes a Start tier with $2,000 for startups founded in the past 2 years that have a working MVP, a clear business model and plans to seek venture funding soon. The funded Scale and Scale AI tiers range from $200,000 to $350,000 and require verifiable pre-seed to Series A funding. The FAQ says private equity, bank loans, government innovation programs, grants, crowdfunding, and friends-and-family money do not qualify for the Scale tier, although the startup may be evaluated for another tier. It also says most tiers require verifiable funding from a known investor, and rejected applicants may be redirected to the $300 Free Trial or AI Studio. Unfunded founders in stealth are told to wait until launch because consideration requires a working website describing the business, team and products ([Google for Startups Cloud Program](https://cloud.google.com/startup), last checked 17 Oct 2026). The $2,000 Start tier is therefore not a general-purpose bootstrapping grant. It is aimed at young startups that intend to seek venture funding.

## Which perks need an investor or accelerator referral?

The [AWS](https://aws.amazon.com/startups/credits/), [Google Cloud](https://cloud.google.com/startup) and [Cloudflare](https://www.cloudflare.com/startups/) tiers below require the funding or partner verification stated in their cited program rules.

| Program | What it offers | What it requires |
|---|---|---|
| [AWS Activate Portfolio](https://aws.amazon.com/startups/credits/) | Up to $200,000 in AWS credits | An Organization ID from an Activate Provider such as an accelerator, angel investor or VC |
| [Google Cloud Scale and Scale AI](https://cloud.google.com/startup) | $200,000 to $350,000 in credits | Verifiable pre-seed to Series A funding |
| [Cloudflare Tier 2](https://www.cloudflare.com/startups/) | $100,000 in credits | Under $5M raised and funded by an affiliated partner |
| [Cloudflare Tier 1](https://www.cloudflare.com/startups/) | $350,000 in credits | $5M or more raised and funded by an affiliated partner |
| [GitHub for Startups](https://github.com/enterprise/startups) | $10,000 in GitHub credits for up to 12 months | Affiliation with a GitHub for Startups partner and outside funding up to Series B |
| [Notion for Startups, 6-month tier](https://www.notion.com/startups) | Business plan free for 6 months with Notion AI | Under 100 employees, non-paying, affiliated with a select startup partner |
| [HubSpot for Startups, 90% tier](https://www.hubspot.com/startups) | 90% off year one, 50% year two, 25% year three | Pre-seed, Seed or Series A funding, plus partner affiliation or verified venture funding |

**GitHub for Startups** says eligible startups must be affiliated with a GitHub for Startups partner, have received outside funding (up to Series B or earlier), and be new to GitHub Enterprise, meaning not on an Enterprise plan in the past six months. Its terms add: "Non-equity credits do not qualify as outside funding." The offer is $10,000 in credits for up to 12 months, usable on GitHub Enterprise and eligible add-ons such as Copilot and Advanced Security. Credits apply only to the Enterprise account in the application, cannot be transferred, and the offer can be redeemed once ([GitHub for Startups](https://github.com/enterprise/startups), last checked 17 Oct 2026). For founders who do not qualify, GitHub points to a trial of its premium features.

**Notion for Startups** has three levels, and only the top one needs a partner. Six months free on the Business plan with Notion AI is for non-paying customers with under 100 employees who are affiliated with one of Notion's select startup partners. Three months free is for non-paying customers with under 100 employees, a valid business website and a company domain email address. One month free is for teams under 10 employees, SMBs or service businesses, or applicants whose business information could not be verified. Applicants need a work email (not Gmail or Outlook) and must not have received a previous Notion promotion. Notion values the full offer at a maximum of $12,000 for 100 employees, based on the Business plan at $20 per member paid annually ([Notion for Startups](https://www.notion.com/startups), last checked 17 Oct 2026). A bootstrapped team with its own domain can aim for the 3-month tier.

**HubSpot for Startups** has two tiers. The 90% tier is for startups that have raised pre-seed, seed or Series A funding (not Series B or later) and are affiliated with an approved partner or have verified venture funding; it continues at 50% off in year two and 25% off in year three. The 30% tier is for startups associated with one of HubSpot's approved entrepreneurial organisations, with 15% off in year two. Discounts apply to net-new Professional or Enterprise products only, the program needs an annual commitment, and HubSpot says it can verify funding through Pitchbook, Crunchbase or Harmonic ([HubSpot for Startups](https://www.hubspot.com/startups), last checked 17 Oct 2026). A bootstrapped company with no funding record has one possible route: membership of an approved entrepreneurial organisation, which HubSpot lists on its partner page.

**Intercom Early Stage does not belong in the investor-required table.** Its published requirements are a ceiling of $10M in funding, fewer than 15 employees, and not currently being an Intercom customer. It does not say the applicant must have raised outside money or have a partner referral. The offer is 93% off in year one, 50% in year two and 25% in year three, with Helpdesk pricing from $65 per month. Year one includes 300 Fin outcomes and 15 Fin qualifications per month. The later discounts remain available only while the customer stays on the program. Intercom also advertises $500K in credits and discounts on other tools ([Intercom Early Stage](https://www.intercom.com/early-stage), last checked 17 Oct 2026). A self-funded team is not excluded by the published wording.

**Microsoft for Startups** advertises up to $150,000 in credits usable on eligible Azure services ([Microsoft for Startups](https://www.microsoft.com/en-us/startups), last checked 17 Oct 2026). The fetched page does not publish a startup eligibility checklist or a credit-tier table, so this article does not classify it as either self-funded or investor-only. Confirm the terms shown during application before including the credits in a budget.

## What does each program actually require, side by side?

Comparing the self-funded and funded tracks of the same program shows the gap.

| Program | Self-funded or bootstrapped route | Funded or partner route |
|---|---|---|
| [AWS Activate](https://aws.amazon.com/startups/credits/) | Founders: up to $5,000 (starting at $1,000), apply directly | Portfolio: up to $200,000, needs an Activate Provider Org ID |
| [Google Cloud](https://cloud.google.com/startup) | Start: $2,000, founded in the past 2 years, working MVP, plans to seek venture funding | Scale and Scale AI: $200,000 to $350,000, needs verifiable pre-seed to Series A funding |
| [Cloudflare](https://www.cloudflare.com/startups/) | Tier 3: $10,000, described as bootstrapped or self-funded, no minimum funding, under $1M raised; see the conflicting general criteria above | Tier 2: $100,000; Tier 1: $350,000; both need an affiliated partner |
| [DigitalOcean](https://www.digitalocean.com/startups) | Apply directly and select "Other" for the partner | Credit amounts set through approved partners |
| [MongoDB](https://www.mongodb.com/startups) | Inspire: baseline credits for bootstrapped startups, apply directly | Grow, Innovate and Scale for funded and VC-backed startups |
| [Notion](https://www.notion.com/startups) | 3 months free with a business website and domain email | 6 months free through a startup partner |
| [HubSpot](https://www.hubspot.com/startups) | 30% off year one through an approved entrepreneurial organisation | 90% off year one with pre-seed to Series A funding |

## Can a bootstrapped founder ever get the large credit numbers?

Not under the published rules for the largest funded tiers. [AWS Activate Founders](https://aws.amazon.com/startups/credits/) offers up to $5,000, and [Cloudflare](https://www.cloudflare.com/startups/) describes Tier 3 as $10,000, subject to its conflicting general criteria. Those are documented self-funded routes, not exceptions to the funded-tier requirements.

Some programs use a funding ceiling rather than requiring a funding event. [DigitalOcean](https://www.digitalocean.com/startups) caps funding at $10M and names an application route for founders with no VC. [MongoDB](https://www.mongodb.com/startups) tells founders without a VC or accelerator to apply directly and gives bootstrapped teams their own tier. [Intercom](https://www.intercom.com/early-stage) also publishes a funding ceiling, not a minimum.

Another route is not a vendor perk at all: a non-dilutive grant. ZeroRaised's [funding guide](https://zeroraised.com/blog/ways-to-fund-a-product-without-venture-capital) treats credits as a discount on one supplier's bill rather than money that can be spent elsewhere. A grant may fund the product, but Google expressly excludes grants from qualifying funding for its Scale tier.

## Are some perks bundled with a paid product?

Yes. Stripe Atlas is a clear example. Stripe's current page identifies a US$500 Atlas fee and says the service can incorporate a Delaware company, obtain its tax ID, issue founder equity and file an 83(b) election. Atlas companies get US$2,500 in Stripe product credits for the first year after incorporation, plus over US$50,000 in discounts on tools including Google, Xero and OAI. Stripe also says it will return the US$500 Atlas fee when the company deposits US$5,000 into a Stripe Treasury account within 90 days ([Stripe Atlas](https://stripe.com/atlas), last checked 17 Oct 2026). The page fetched for this audit did not state a recurring registered-agent price, so no such price is quoted here.

The Atlas page attaches these benefits to incorporation and does not state an investor or accelerator requirement. Incorporating a Delaware company is a legal and tax decision, not a sensible purchase merely to obtain product credits. Partner discounts also carry their own terms.

## How should a bootstrapped founder work through these offers?

Start with the public tiers that fit the product's actual use. Check commercial-use restrictions before deployment, since Vercel's Hobby plan excludes commercial use, and our [comparison of free hosting and database tiers](https://zeroraised.com/data/free-tiers) shows what each vendor's terms say about it. Our [free email sending tiers dataset](https://zeroraised.com/data/email-tiers) does the same for email-sending services. Also check what happens at the limit: PostHog says usage stops without a card, while Supabase pauses an inactive free project after one week.

Prepare the evidence the credit programs request. Cloudflare, DigitalOcean and Notion require a business email associated with the company domain. Google also tells applicants to use an email matching the public website domain. Cloudflare, DigitalOcean, MongoDB and Google require a live company website. MongoDB requires a LinkedIn profile, while Cloudflare requires a public presence on LinkedIn, X or GitHub.

Apply when the timing makes sense. AWS says applicants hear back within 5 to 10 business days, and MongoDB asks applicants to contact it if they have heard nothing after five business days. The clocks differ: GitHub credits last up to 12 months from approval, Cloudflare credits last one year or until consumed, and MongoDB gives 12 months to activate a code followed by 12 months to use the credits. Read which event starts the clock before applying.

Recheck eligibility immediately before submitting. Notion's offer changes for teams under 10 employees, while Intercom excludes teams with 15 or more employees. DigitalOcean caps funding at $10M and Cloudflare's tier criteria change at $1M and $5M raised.

## What mistakes waste the most time?

The first is treating the headline maximum as the available offer. AWS advertises up to $200,000, but its self-funded Founders route starts at $1,000 and goes up to $5,000 for select participants. Google's funded tiers run from $200,000 to $350,000, while its FAQ's Start tier is $2,000. Read the row tied to your status.

The second is confusing a public plan with an application-based credit program. A public free tier is available under its pricing terms. A startup credit requires approval and usually has an expiry date. Keep the product viable without an award until the vendor confirms acceptance.

The third is assuming a grant or a crowdfunding campaign counts as funding. Google states that grants, crowdfunding, bank loans, private equity and friends-and-family money do not qualify for its Scale tier, and GitHub states that non-equity credits do not count as outside funding.

The fourth is applying through a contact who is not an approved partner. AWS Portfolio needs an Org ID from an Activate Provider, and GitHub needs affiliation with one of its partners. Check the vendor's partner list first. GitHub's FAQ says any investor, incubator or accelerator can apply to become a partner, but that is a step your backer takes, not you.

The fifth is letting credits expire. Cloudflare credits last one year with no extensions, GitHub credits up to 12 months from approval, DigitalOcean's program runs 12 months and forfeits unused credits, and MongoDB credits last 12 months after activation. When credits end, Cloudflare and GitHub say active services move to normal billing on the card on file, so set a calendar reminder.

The sixth is using a personal email address. Cloudflare and DigitalOcean require a business email, and Notion excludes Gmail and Outlook addresses. An application from a free webmail account can fail before anyone reads it.

## Frequently asked questions

### Can I get startup credits without VC funding?

Yes. AWS Activate Founders, Cloudflare Tier 3, DigitalOcean Startups and MongoDB Inspire publish a route for founders without an investor, while public free plans need no startup-program application.

### Which credit programs need an investor or accelerator?

AWS Activate Portfolio, Google Cloud Scale and Scale AI, and Cloudflare Tiers 1 and 2 require funding, an affiliated partner or both.

### How much can a bootstrapped founder get in cloud credits?

The cited self-funded routes publish up to $5,000 from AWS Activate Founders and $10,000 from Cloudflare Tier 3; DigitalOcean says its amount varies and MongoDB does not publish an Inspire amount.

### Do grants or crowdfunding count as funding for these programs?

Definitions differ. Google says grants and crowdfunding do not qualify for its Scale tier, while GitHub says non-equity credits do not count as outside funding.

### Do startup credits take equity?

The cited vendor pages describe credits or discounts rather than equity investments. Credits reduce charges from the issuing vendor and are not cash.
